On Thursday, the House passed the bill that appropriates funding for the Departments of Commerce, Justice, and State by a vote of 206-198. Today the Senate passed the same bill, which includes the LPFM amendment, 49-42. Provisions of the LPFM amendment include the following features:
- The FCC is allowed to move forward with licensing LPFM stations, but it must modify its current order authorizing LPFM by taking into account third-adjacent channel protections.
- It requires that a test of nine markets be conducted by an independent third party to see how LPFM (without third-adjacent channel protections) would affect current listening audiences. The FCC must report back to Congress by February 2001 on the findings of the nine test markets.
- The bill makes permanent the current third-adjacent channel protections until such time that Congress may choose to amend those protections.
President Clinton has promised a veto on the entire bill due to disagreements over not only the LPFM issue but also other provisions in the legislation. FCC Chairman William Kennard has commented that if this legislation does become law, over 80% of the current LPFM applications already on file will be affected.

Clear Channel Communications, owner of WCUZ-FM, now takes on Citadel Broacasting owned Classic Rock WLAV-FM 96.9, which has been the recent ratings leader in Grand Rapids in hopes of fragmenting that audience, possibly in order to bring sister Clear Channel station Country WBCT-FM 93.7 (B-93) back to the top of the ratings heap. WCUZ-FM will keep its NASCAR coverage, at least through the end of the current season. Prior to the station's 1980 move to Country as WCUZ, 101.3 in Grand Rapids was known as '101 The Fox' (WFFX) with an Album Oriented Rock (AOR) format- today's change brings some of the same music back to the station. Program director Doug Montgomery commented that the new station was put together in about 3 days in order to fill a void identified by research in the Grand Rapids market. Due to current weaknesses in the Country format, a decision was made to move sister B-93 more mainstream by adding older songs on a regular basis- creating an overlap with the now former Country Gold format on WCUZ.

* As promised, Governor John Engler has vetoed $15.9 million of funding for Michigan's public broadcasters. The money was to be used to assist stations in their conversion to digital technology, required of TV stations by 2003. Michigan's public broadcasters estimate a total bill of $44 million to complete the transition to digital technology.

"We are disappointed with the veto and that the Governor has expressed reservations about digital broadcasting technology," said Michigan Association of Public Broadcasters President Michael Walenta of West Michigan Public Broadcasting in Grand Rapids. The House of Representatives, the Senate and Michigan citizens all supported the funding and recognize the value of public broadcasting's programming and the increased number of new opportunities available once stations convert to digital technology."

The partial state funding of the digital conversion of public broadcasting stations would have aligned Michigan with the neighboring Great Lakes states of Ohio, Indiana, Illinois, and Wisconsin which have already passed legislation to fund digital conversion in their states. Digital broadcasting will be a critical component of every state's information technology infrastructure in the near future. "Without state support for the digital conversion of public broadcasting, Michigan risks falling behind," Walenta said.

Michigan's public broadcasters plan to re-double their efforts to ensure that Michigan citizens continue to receive the educational information, quality programs and services, and truly state-of-the-art technology from public broadcasting in the new digital age.

* Interested in digital radio? the CHUM Ltd. group of Windsor stations (CKWW, CKLW, CIMX-89X, CIDR-The River) are now broadcasting via a new Digital Audio Broadcasting (DAB) transmitter. Currently the coverage in the USA seems to include most all of Wayne County and most of the Downriver area (along with Windsor in Ontario, of course). The stations have set up DAB receivers at their booth at the North American International Auto Show and are encouraging everyone to stop by and check it out. Some of the technical details: The frequency used by the CHUM stations is 1484.208 MHz and the power is 4.3 kW EIRP. Overall, the data stream is transmitting at a 1.5 megabit per second rate. In that stream are the two AM stations, at 128 kilobits per second (mono), and the two FMs, at 228 kb/s (stereo). There is plenty of bandwidth left over for auxiliary data services.

FYI, the currently proposed US system for digital radio is In-band, On-channel and will provide one stereo feed at 96 kb/s. Also of note is that The River is now running RDS- if your car radio is equipped with RDS it will display the artist and name of whatever song is currently playing.
