State legislation that would let AT&T Inc. circumvent local franchising requirements as it rolls out Internet-based television service in Michigan could cut communities' revenue and deprive some families of cable TV. A pair of bills, one introduced last week in the state House and another in the Senate earlier in the month, would put the Secretary of State's office in charge of overseeing cable providers rather than local officials... Pair of bills could limit access to cable television (Mon 3/27)
