• The non-commercial band in Metro Detroit may be getting a bit more crowded as the FCC has granted Educational Media Foundation a construction permit for a major change that will move its KVLZ FM 89.9 from Sheridan Wyoming to Rochester Hills where it will, if the construction permit is built and licensed, occupy FM 90.3 and operate with 1,200 watts @ 174 feet (Class A) with a directional antenna located near downtown Rochester.

The company currently operates an FM translator from the same location on FM 105.5 (W288BK) that rebroadcasts the Contemporary Christian "K-Love" format that airs on the leased digital subchannel of Clear Channel's WMXD-FM 92.3 HD2.

Some of the communities that would be served by the new station include Rochester, Rochester Hills, Auburn Hills, Troy, Sterling Heights, Utica, and the Townships of Oakland, Shelby, Washington, Macomb, and Clinton.

The construction permit for the change / move will not expire until March 5, 2015 - giving the organization plenty of time to complete the necessary work. However, with some of the required infrastructure such as power and the tower already in place with the translator operating there, turnaround time could be rather quick.

One of the exhibits in the application for the move states, "Educational Media Foundation ("EMF") certifies that the proposed facility will provide a first NCE aural service to at least 10% of the persons residing in the proposed 60 dBu and that this population exceeds 2,000 persons. In fact, as can be seen in Exhibits 10-A and 10-B, the proposed facility provides first service to 54,830 persons, which is 43.4% of the overall population within its 60 dBu service contour." However, this exhibit appears to completely overlook the fact that WDET-FM 101.9 provides noncommercial educational service to these residents. Whether or not this could be the grounds for another broadcaster to appeal this FCC decision remains to be seen.


• Radio Power was granted Remain Silent Authorization for FM translator W232CA 94.3 Detroit through September 1, 2012.


• First Ventures Capital Partners FM translator W277BB 103.3 Grand Haven was granted a construction permit to change power from 27 watts @ 282 feet to 250 watts @ 36 feet and change location from east of Spring Lake to west of Coopersville. The application showed the translator would rebroadcast WCSG FM 91.3 Grand Rapids.
